Static Electricity Assessment (SE-A) or Static Electricity Control Plan (SEC-P)

If you require the services of a third party to conduct an SE-A or SEC-P on your behalf, how would you determine if the third party would be considered competent or that the person conducting the assessment is a "competent person?"

SEC recommend that you engage the services of a person who has an auditing accreditation such as a diploma/degree in auditing, investigation or workplace health and safety.

It is also important that the person can demonstrate a history of auditing in accordance with OH&S and WH&S Law and regulations.

Static electricity is not taught in great detail as part of the curriculum for persons such as electricians or engineers. Take care in assigning this responsibility to persons such as electricians or engineers who do not specialise in static electricity as a singular vocation.

Finally, suppliers of static control equipment who do not have the required auditing, investigation or workplace health and safety qualification or cannot demonstrate a history of auditing should be carefully vetted.

The static electricity assessment and static electricity control plan are documents that workplace personnel and third party contractors visiting the workplace will rely upon in order to determine risk. If the hazard is understated by a person who is not competent in conducting an SE-A or SEC-P, then the site could be under-protected and or unsafe. The SE-A and SEC-P are documents that regulators will require before entering site.  If the SE-A or SEC-P is produced  by a person who is not competent in conducting an SE-A or SEC-P then the workplace may incur infringement notices.
